The BEE Toolkit is designed to manage the BEE process, from scorecard tracking and measurement up to the point of independent scorecard verification.
The functionality of the system includes a scorecard calculator (for ongoing continuous scorecard measurement and tracking), a gap analysis and a scenario planning tool, a project management tool and functionality that allows companies to manage the process of preparing for the verification of the BBBEE scorecard.
The BEE Toolkit allows companies to manage their BBBEE process via a single user interface. The system offers the following functionality:

Scorecard calculator
Companies can calculate as many scorecard as they wish. This may include a scorecard for a prior fiscal period, or a “live” scorecard that is updated monthly. -
Gap analysis
Once a scorecard has been compiled, a company can assess their compliance contributions and scores versus the DTI targets. The gap analysis provides a clear indication of the areas on each scorecard element that offer opportunity for increased compliance. The gap analysis is typically used by companies as a basis for conducting an internal opportunity assessment as a mechanism to identify opportunities for increased BBBEE compliance. -
Scenario planner
Once a company has identified and quantified their opportunities for increased compliance, the information can be input into the scenario planner to calculate a revised, targeted scorecard. This planner is easy to use, and copies all data from your existing scorecard, thereby requiring a user to only update those elements per scorecard element they wish to alter. -
Implementation planner
The application detects the changes made from the original scorecard versus the scorecard calculated in the scenario planner, and offers companies the ability to assign responsibility and timing to implement changes that have been identified, and used as a basis for the “target” or scenario scorecard. This enables companies to manage the implementation of initiatives identified to increase their BBBEE compliance. -
Verification Manager
This functionality enables companies to maintain a list of documents and evidence required for the verification of a BBBEE scorecard. A comprehensive list of documents and evidence is provided for each scorecard element, and companies can assign employee details that are accountable for obtaining the maintaining the various documentation and evidence. This ensures that each year a company prepares for the verification, they are able to check which employee within the organisation is responsible for documents and evidence. This module also includes the ability to upload electronic copies of the documents and evidence required for verification
Consolidation of multiple subsidiary scorecards
The BEE Toolkit can be set up such that divisional or subsidiary scorecards can be tracked, with the ability to track a group consolidated scorecard based on each division or subsidiary’s activities. Ownership can be input at a holding company level, and will filter into each subsidiary or divisional scorecard.
BBBEE stakeholders of each subsidiary or division will, therefore, not have to input Ownership information that has filtered into their scorecard. Similarly, other scorecard elements such as Management could also be input at a holding company level, as could Enterprise Development and Socio Economic Development if contributions are made from the holding company level on behalf of subsidiaries or divisions.
The input data from each subsidiary or division is input into the IT system and is then consolidated and cascaded upwards to calculate a group consolidated scorecard.
